Counting definitions

Dashboard metrics come from PostgreSQL with explicit definitions. We never show external startup benchmarks as partner or scrape counts.

Evidence workflow

1. Discover candidate and source
2. Fetch permitted evidence with provenance
3. Resolve organization / brand / duplicates
4. Extract product, geography, and program facts
5. Classify compensation model
6. Verify restrictions
7. Human approval
8. Publish after gates pass
